America loves an American success story and “rural outsourcing” is certainly one of them.  Bringing lower cost IT development alternatives back on shore is a trend that is now picking up speed across the United States.  Monty Hamilton, CEO of Rural Sourcing Inc., an Atlanta Ga. based IT process outsourcing firm, presented an overview of the  $300 billion IT outsourcing industry, a look at the history of RSI, Inc., and the drivers that are now bringing IT jobs to many mid-sized (2nd and 3rd tier) US cities. 

“The cost of living” said Hamilton, “is simply lower in rural America.”  “In many of these places, we’ve found pockets of IT talent at the recent graduate level as well as mid and senior management,” he said.  Hamilton points to client dissatisfaction with overseas outsourcing as a major driver for domestic sourcing.   "This is a large industry with a lot of unhappy customers,” said Hamilton.  “Many don’t want to go off shore due to the risk and quality issues,” he said.

Mr. Carmody was previously at Broadlane, one of the leading cost management companies in the healthcare industry, where he served as Senior Vice President of Marketing, Product & Strategy. At Broadlane, he led the conception and implementation of corporate strategy, contributing to the successful sale of the company in November 2010.


Prior to Broadlane, Mr. Carmody spent four years in key positions at Rackspace Hosting, including Vice President of Product Development. At Rackspace, he was a central player in developing product strategy, building the Product team and overseeing dozens of product launches as the company grew from less than $100 million to more than $600 million in annual revenue.

Mr. Carmody began his career as a consultant at McKinsey & Company and has also held positions at Closedloop Solutions, Lawson and Zenith Electronics.
Mr. Carmody holds an M.B.A. from Stanford University and an A.B. from Princeton University.

David Barton is a Principal with UHY LLP and practice leader of its Technology Assurance and Advisory Services (TAAS) practice, which provides consulting and audit services around information technology controls, information risk management, and compliance. He has over 25 years of practical experience in information systems and technology risk and controls. David joined UHY LLP in 2006.

He is a former senior manager for a Big 4 professional services firm and a national Internet service provider where he was responsible for a variety of IT control projects.

David is frequently asked to speak at national and regional events, such as the MIS Super Strategies Conference in Las Vegas. He also regularly provides his input and opinions for national publications such as Compliance Week, Accounting Today, PC World, and Bank Systems and Technology.

David holds an MBA and BS in Business Administration from Appalachian State University. He is Certified in Risk and Information Systems Control (CRISC), is a Certified Information Systems Auditor (CISA), and is a member of the ISACA Atlanta chapter as well as the Atlanta chapter of the Cloud Security Alliance. David has active civic memberships with the Atlanta chapter of the Porsche Club of America and the Tire Rack Street Survival® program for teen driver education. He is also a certified high-performance driving instructor and active Porsche club racer.
